How to handle it — step by step

Prepare required documents

Before registering, gather the following documents:

Identity documents

  • National ID card or passport (valid)
  • For foreigners: passport + document confirming right of residence (visa, residence card, EU citizen registration certificate)

Property documents

  • Residence registration form — permanent or temporary (downloadable from gov.pl or available at the office)
  • Proof of legal title to the property — e.g. notarial deed, rental agreement, land register extract

Landlord confirmation

If you are not the property owner, the owner must confirm your residence — by signing the registration form (in the "Confirmation of residence" section). The landlord is not registering you — they are merely confirming the fact of your residence.

Get the landlord's confirmation

If you are not the property owner, the owner (or another entity with legal title to the property) must confirm your residence.

How to do it?

  • At the office — the landlord signs the registration form in the presence of an official
  • Online — the landlord submits a separate electronic declaration on gov.pl (signed with a Trusted Profile or e-ID)
  • Outside the office — the landlord signs the form and you take it to the office

The landlord confirms only the fact of residence — they are not giving permission for registration. Registration is a technical-administrative action.

If the landlord refuses

You can register through an administrative procedure — the office will conduct an investigative process and issue a decision.

How to submit online?

  1. Go to gov.pl — registration and click «Register»
  2. Log in via login.gov.pl (Trusted Profile, e-ID, or online banking)
  3. Fill in the form — enter the new address, type of residence, and registration date
  4. Attach a scan of the document proving legal title to the property
  5. If you are not the owner — the landlord must submit an electronic declaration confirming residence
  6. Sign and send the application

You will receive confirmation of registration immediately after approval (usually the same day).

Online registration automatically deregisters you from the previous permanent address (if registering permanently).

How to do it?

  1. Download and fill in the residence registration form (permanent or temporary) — available at gov.pl or at the office
  2. Ask the property owner to sign the form in the «Confirmation of residence» section
  3. Go to the municipal office for your new address with:
    • the completed form
    • national ID card or passport
    • document proving legal title to the property (for inspection)
  4. Submit the form at the counter
  5. The official will register you on the spot

Permanent registration automatically deregisters you from the previous permanent address.

Receive registration confirmation

After registration you will receive a certificate of registration.

Permanent residence

  • The certificate is issued free of charge and automatically (you do not need to request it)
  • The certificate is valid indefinitely (until the address changes)

Temporary residence

  • The certificate is issued on request (you must ask for it)
  • The certificate is valid until the end of the registered temporary stay period
  • Fee: 17 PLN for the certificate on request

A certificate of registration may be needed for many other official matters (school, work, bank, NFZ).

Keep the certificate — it may be needed at the bank, school or employer
Update documents after registration

After registering at the new address, update your details in several places:

National ID card

A change of registered address does not require replacing the ID card (since 2015 the address is not shown on the card).

Driving licence

A change of registered address does not require replacing the driving licence (since 2024).

Other institutions

Report the address change to:

  • Tax office — change of residential address (if different from the registered address, report via form ZAP-3)
  • ZUS — if you run a business
  • Bank — customer data update
  • GP / family doctor — POZ doctor selection declaration
  • School / kindergarten — if applicable
National ID card does not need to be replaced after a change of registered address
If you run a business, update the address in CEIDG or KRS
Report the address change to the tax office using form ZAP-3 (individuals)

After completion

Deregister from your previous address (if temporary residence)

If you registered temporarily, your previous permanent registration remains active. Temporary registration deregistration happens automatically at the end of the registered period.
